In 2024, California voters passed Proposition 35: a limit on health care taxes and a lock on where the money goes. In June, the Legislature approved a new tax on private health plans. CalMatters says it could substantially raise premiums. Newsom proposed sending Washington two versions of it. One obeys the voters. The other, in CalMatters' words, "largely disregarded the initiative."
