February 13, 2021. On the Senate floor, Mitch McConnell (R-KY) says "There is no question that President Trump is practically and morally responsible for provoking the events of that day." The same day, roll call vote 59 records his vote: Not Guilty.

Episode 4 sets the words beside the votes. On January 13, House Minority Leader Kevin McCarthy (R-CA) said "The President bears responsibility for Wednesday's attack on Congress," and called for a fact-finding commission and a censure resolution. He also said impeachment "in such a short timeframe" would be a mistake. That same day, McConnell, still Majority Leader, said a fair trial couldn't finish before the inauguration: "This is not a decision I am making; it is a fact." A month later his reason for voting not guilty was that a former president couldn't be convicted at all.
